She was born on August 5, 1932 to Ira and Mildred Bishop in Red Oak, Iowa. Bobbe graduated from Red Oak High School in 1950 and later met a future engineer named Dan D. Rainwater. She and Dan married in 1952 and started a family. They and their four children eventually settled in Red Wing, Minnesota. Dan became the industrial engineer for the Jostens plant, and Bobbe began a life-long commitment to volunteering in the community.
